Nope, pressure pumps are needed because, as most homes, a tank on the roof supplies no where near enough pressure.
I personally use an electric one, 8.5KW on highest mode, but high mode is not bearable it is burning hot, so we use it on ~6KW which is still very hot (how I'm used to showering in england). It works just about with the large water pump running, but the large water pump is on auto so it switches off, which is no good if you are still stuck in the shower. I got a small pump fitted for around 3500 which has an auto switch too (it switches off when the taps are off which is very handy, otherwise you would have to run to turn it on every time u need it!) we also use this with a longer pipe that is attached to the sink for normal use of warm water (washing face and performing ablution).
It will not work without pressure, the water heater simply cannot build up a consistent reservoir of hot water to supply onwards with low pressure inputs.
