Realistically not one latest SUV falls in the desired budget, you are left atleast a 15 year old car at best.
Toyota Land Cruiser 80 series is a bulletproof option in all aspects. The only drawback is the cost of parts and its size if it matters.
Toyota Prado 90 Series is a all rounder and one the best second hand sellers in the market. Surprisingly they fetch more cash than the Flagship Land Cruiser. The only drawback i see in it is the drive it self. It's a bit wobbly for my personal taste.
Toyota Surf is by far the most perfect fit and the most popular among beginning enthusiasts. Economical, Reliable and Compact.
It drives like a car yet it is a capable 4x4. The drawback to it is the lack of space inside. Its really hard to convince someone to get into the tail of the Toyota Surf. At maximum you can host 6 people inside it including the driver.
Mitsubishi Pajero. Its practically the underdog. Its spacious yet just not enough, it drives very well just not enough power even with the 2.8 Turbo Diesel. Reliability has been a problem touted on a much grander scale by our automotive society and mechanics. Its a different breed and requires much more attention while being worked on unlike the Toyota's. Parts are cheap and abundant.
Drawbacks come down to car as a package in whole. It tries hard to package Economy, Drivability, Luxury and Off-Road capability in whole. And that's where it practically goes wrong for our land. Then there is re-sale, which is quite an endeavour since nobody wants the Infamous Pajero.
I personally am ecstatic while driving a Pajero because it serves all my needs and lives upto my demands, but i do not forget its limits too. In that aspect i for one would always prefer the Pajero but for the average Joe of the land of the pure. Not so so.
Nissan Patrols are just menacing. Tremendous space, awesome comfort. Great off-capability. Yet they suffer from their size. Its a bit hard to navigate on the traditional narrow paths. Second hand parts are very hard to find and Aftermarket ones are not cheap. But they command the road with their sheer size and old fashioned looks.
If i state an opinion based on the the points mentioned above. Clearly it would be the Toyota 90 series Prado. It would fit all the required criteria. The only problem, you would have to dish out more cash for a decent ride. 1.7 Mil is just good enough for a beat up 90 series Prado.
