Follow Google map directions. It will take you from isb to Mansehra via motorway and then to mansehra/kaghan road via new balakot road (its around 3 km patch which is bad but manageable)
So here it is:
- Islamabad to Mansehra, it's motorway.
- Mansehra to kaghan, it's single road but wide. It's pretty good to drive at it without much bumps except a few minor bad patches, but those are negligible.
Kaghan to Naran - It's mostly a mess, crowded, bad road. Takes more than an hour to reach naran from kaghan. To avoid rush, better to reach kaghan early morning like 8 9 AM, then it won't be an issue.
Definitely Road condition is bad because of Dam construction. But any car can navigate through it without much issue. But once you reach naran, you'll just forget about this bad patch.
No one asks for covid certificates there. So you're good.
- From zero point Islamabad till Naran Bazar, considering you have elderly people traveling, it will take around 8 hours. Google says 6.5 hours but that's not realistic because you'll have to have a couple of stops anyway.
So if you leave isb at let's say around Fajar like 4AM, you should be in Naran by 1130 or 12PM.
As for hotels, you'll have a lot of options but I suggest if you don't have budget issue, then go for The Sarai eyes closed. Best views of mountain and stream, neat and clean rooms, and upto the mark service.
