okay so im thinking about making a locost in pakistan any one know how i can get this thing registered and road legal

Pakistan has no such capacity. The tax books and road legality criteria was written in the time of horse and cart - never updated because everyone who is employed in the "sarkaar" is busy in embezzlement.

usually people buy a busted old car to use as base/frame
like an old beetle (which is already registered and has a book)
for this project u have to buy a frame and its documents of an old car............or find any book which car was totally losted which u can find from any leasing center like banks.they have books of total lost cars
He wants/needs to be registered as a manufacturer. Because he plans to make the chasis/frame himself.
use a beetle chassis its cheap and available complete with papers its chassis number is the are marked in red .it will already bi registered and no need to go through all the khuwari.also the amount u are going to spend on bulding a chassis will be way more and if u can get it registered it will cost u 30k+ on top
