How are vehicles being purchased during these days

Hello. I live in Islamabad. Been observing the lock-down strictly. Am wondering if this shutdown extends for 60 days (This is what the Chinese docs have recommended) then what will be the way to purchase vehicles?

Secondly, I can see some ads saying sold out on Pak wheels. Since excise office is closed, how are these vehicles being sold ?

Stamp paper based sale & purchase. Secondly, now there is no need of seller to visit Excise office. You can just use any Nadra e-sahulat centre to get biometric for his car with 2 months validity. Then u'll take that biometric to excise office and can transfer vehicle on ur name.

In my experience since past few days, I have observed that despite lock downs, high prices of cars, etc. sale-purchase of cars is in full swing.

The most obvious reason seems to me is; people are afraid. And most think that when this lock down will end, prices; be it of cars, real estate, property, etc. will rise exponentially, so better to buy now.

And some sharp buyers, dealers, etc. are also making bad use of this Pandemic, and buying from some sellers at very less price, so as to mint money and sale at high prices when this Pandemic ends.

I am also currently looking for a reasonable Sedan in reasonable price (as I have recently sold my Vitz), but no luck yet.

The cars which seemed good, were priced extremely high, did not got "hausla" to call the sellers.

The ones with reasonable prices, were found severely abused, accidented, etc. when enquired telephonic.

Came across 02-03 cars ads, seemed reasonable, made calls, and the sellers said that the cars have just been sold.

So Yes! Sale-purchase is in full swing. And even if offices are closed, still bio-metric facility from Nadra E Sahulat Marakiz is there. If it isn't, then Stamp papers are there to make sale-purchase deeds, transfer / sale agreements, etc.

But in many locations, they are closed, e.g. in I-10 Markaz, Islamabad, all are closed.

I visited yesterday to buy a stamp paper, but couldn't find even a single shop open.

exactly, good cars sell like hot cakes.... the moment you see the ad, call the owner, and he'll tell you either car is sold or party is already there : (

Nadra e-sahualt centres can be located via Nadra Website. Its basically a portable machine placed on shops. You can call shop owner and inquire about availability. They will charge 120/200 rupees. basically this procedure incolves Seller. he will tell his cnic, car regstration number, chassis number. Will verify his thumb. a form will be printed out of machine. Secondly stamp paper can be attained locally. there will be plenty of shops but i don't know about their availability. Check in your locality.

U can check Excise website. Some forms fully filled and signed by Owner are required along with biometric slip.

cars are being traded after payment you just receive all the original papers & buyers will just get them transferred once excise opens.

as for prices, sellers are not panicking yet and some people are buying probably since higher dollar will translate into higher prices in a couple of weeks time when the local companies will jack up their invoices.

Personally, I dont advise buying selling cars until excise reopens after lockdown for various reasons.

you cant check records from excise nor can you get it inspected from Pakwheels before buying.
