Mere Pass Honda Civic 1997 D13 hy Gari new ly k Tune Up karwai hy Plugs Change karwaye hein aur Throttle wash karwai hy.Lkin aik Problem a rha hy k Khari gari jb Heat Guage Mid mn ho 900 Rpm pr hoti hy stable jaisay he AC On kro RPM 900 sy 400 tak ata hy aur phr sy 900 pr chala jata hy aur stable rehta hy.Kabhe kabhe Signals wghra pr rukny lgy to gari bnd bhe ho jati hy AC pr ho to.Aur Jab AC bnd kro Rpm 1400 pr chala jata hy aur phr 1100 sy 1400 tak Nachta rhta hy 2 3 baar aisa hony k baad dubara 900 pr stable ho jata hy.Aisay he jb Gari Signal wghra pr ac ke waja sy bnd ho jaye to Start ni hoti self ni leti Phr 10 min baad self leti hy aur statt ho jati hy.

get the self serviced.

also get the Idle air control valve properly cleaned.

Please confirm the engine code, if it is the factory fitted engine then it should be D15 or D16 (Exi/ Vti).
Secondly, 900 is not a right rpm range for this car, it should be around 700 +/_ 50 rpm with manual transmission.

For unstable RPM problem, please check/ test, service, replace and/or calibrate (where applicable) the following:
1. IACV
2. Damage and tension in the throttle cable
3. Vacuum leak
5. MAP
5. TPS
6. Throtlle plate adjsutment

O2 sensor wasn't avaialble in any of PKDM civic variants till 2000.
D13 (carby) engines came fitted in 92-95 civics that were imported from Japan as CBUs.
In your case it might be that orginal engine head is matted with a D13 block.

Keeping the above discussions aside, unstable RPM issue surely lies somewhere within the air intake system and you need to check all the connected equipment one by one as per the list given in my previous post.

Also, post few clear pictures of the throttle body and the complete intake manifold.
