Can you please be more specific? What is the average fuel consumption of your car. And how are you calculating the fuel average. Meter reading is not accurate so try calculating manually by filling up the tank.
Personal experience City Prosmetic has low fuel average as compared to City Manual. I have personally kept both cars the Manual gave me fuel average of 13-14 within city. Prosmetic barely gave me average of 11-12 within city. My Civic X gives almost the same average as City Prosmetic, so yes it is a little heavy on fuel.
