Confusion of Halal and Haram in Real Estate

I don't know whether it has been discussed or not but I want some constructive thought process from you people to educate me about the issue.
I have been in real estate sector for 1 year and there is a common trait i have found in this business known as "TOP" where agent gets his fair deal commission from buyer and seller but on the top of that they take money without the knowledge of buyer and seller by telling seller the price of plot lets say 10 rupees and gives the buyer at 15 and bags 5 rupees in their pocket.
I agree to fact where clients don't agree to give commission then it seems legit to get your cut within the deal as you aren't getting paid by buyer or seller but this whole equation of having commission for the deal and conning the buyer and seller on the top of that seems a wrong practice. I have seen some people with strong religious belief doing such practice and they project it as a business trait.
I hope i have explained the issue in right way , now i need some constructive feedback on it because i find this illegal and haram practice but this whole normality in this sector keeps me in constant battle of whether i am overthinking or wrong or what as it might be a trade secret just like any other business trade secret
Kindly enlighten me whatever your thoughts are as talking about this issue among piers always sounds like rozi ko bura mat kaho

The "top" is stolen money. Theft is haram. Hence the answer to your question is simple and straightforward.

selling a product which does not belong to you, at a price not paid to seller but charged from buyer without consent of seller is true deceit. That is clear Haram in every school of Islam.

you buy a product with the change of ownership on govt record it is yours'. You can sell it at price you desire that is clean deal halal.

brokerage as an pre-agreed fees is also halal as the person charges monies for facilitation of process.
