Yes the HV battery can easily be monitored through any well equipped shop through techstream if thry know the right procedure.

Battery health can be checked with the scan tool which supports Toyota.

Its like you can drive the vehicle without pouring the fuel in it. Without scan equipment you are completely blind.

That is not what I meant. We normally buy used cars by physical examination and one short test drive and that's about. How do you check the health of battery in such short inspection other than the odometer reading, which might be tampered who knows?

There are a few simple tests that can give you an idea of its condition.
1) While in park, after the engine warms up, rev it, if while turning on or turning off, there is significant vibration, batteries are weak.
2) keep the brake pressed, and keep switching gears on the gear lever for about 30 seconds, if the vehicle gives an error, batteries are weak.
There were also a few other things but i don't remember them now

Today I went to a well known expert in Lahore to get a Prius checked before making a deal. My concern was basically the the batteries health. This is how he checked the batteries health
Turned on the AC and setting the temp to 30 degrees and fan at Max speed
Turned on the headlight with high beam.
He started noticing the battery discharge speed as shown in the in dash screen.
When he started this the battery was showing 5 cell but 3 cells of battery indicator dropped at once within 2 minutes and engine started within next minute, which means the battery was fully discharged.
He elaborated to me that the battery should have been discharged cell by cell and after a constant period say 2 minutes for each cell which means 5 cells should last for around 7-10 minutes.
Dropping of 3 cells at once and discharging speedily indicates that the battery has completed it's cycles and it weak now.
The deal was cancelled after that ..

You can check the condition of every single battery cell on your hybrid pack, as well as the voltages, temperature and load.

The issue is, I have seen here is that no one ever knows exactly how to check or diagnose the electrics on a Toyota hybrid car. I wonder why Toyota and Lexus charge $$$$$$$ for training, through their TTTP programmes in America/Canada/Europe/Australia, and suddenly "mechanics" here know how to diagnose a Hybrid car? Everyone says "Techstream", but I mean do they REALLY know how to use it and how to work with it? I really hate to see people being told 10,000 different scenarios, 95% of wrong information.

Im sorry but i have to say LOL on this.
This might work for you for some others but i personally have different experience.

Once i owned a Prius.
5 cells of battery were dead, it was showing hybrid errors after 25-30kms after resetting (removing terminal).

Once a person came to check my car, he was using prius from years, he also had a scanner, he checked my car battery he also used same phenomena of ac lights etc, after checking he said your car batteries are is Pristine condition

Inner me (iknow 5 cells are dead)

These experiences not work all of the times.

I think this rough test is about drainage of battery when applied load on it.
Here is a more precise way to check remaining capacity of the battery but it takes more time and it is more reliable than even testing with software (in my opinion).
1. I understand that no warning lights are on.
2. Yes, it is reasonable that your traction battery is declining in capacity. If all 28 modules are wearing evenly then there is no reason for the traction battery ECU to log a fault.
3. Your daily commute from 4K feet to sea level is certainly stressful to the battery health.
4. I suggest you first make sure that the engine is properly maintained. For example, the iridium spark plugs should be in good condition and the engine air filter should be clean. There should be no faults with the exhaust system such as a clogged catalytic converter.
5. Given no issues found with 4 above, it would be reasonable for you to replace the traction battery if you feel that the driveability symptoms are intolerable.
6. A real traction battery test would require you to assess the Ah capacity of the battery. A new battery has capacity of 6.5Ah. So you could place a load (for example, 120VAC incandescent lamps wired in a series-parallel arrangement to result in a 1A current draw) across the battery, measure current flow to the lamps, and see how long it takes the voltage to decline to nominal voltage of 201.6V (28 modules * 7.2V / module). Multiply the elapsed time by the average current flow over that time (compare the starting current to the ending current and take an average of the two, or log the current every 15 minutes and take an average of those readings to be more precise if you feel like it) and that will be the Ah produced by the battery.

You can start with the battery force-charged to 8 green bars which corresponds to an ~80% state of charge. I suggest you do your own research to decide how low you are willing to allow the traction battery voltage to get, before you stop the test. If the voltage gets too low then the battery will not start the Prius. Then you get to rig up a high voltage charger to recharge the battery - which is not the most difficult thing to do.
