It will be off season and you will get reasonable rates w.r.t accommodation. For cheapest option, decide on the spot as advance bookings are usually costly..
It will be safe, just don't travel during night time as a precaution. And road will be ok (unless some landslide blocks it which is a natural phenomenon).
