Google the same question. You'll get complete knowledge of it. I can tell you one thing that it removes unwanted gases from the crankcase, and if it goes bad it can build up a scenario of oil burning and bad fuel economy as well.
Toyota recommends to change/clean it at 20-40k miles. Not a costly part, costs 2200rs I guess for grande these days.
