Refund can be claimed on Advance Income Tax, for example 1% advance tax on credit card/debit card internet/foreign transactions and advance tax on internet bills is refundable. While some withholding tax can only be adjusted.
On advance tax, you can claim refund within 2 years after filing of tax return, but you will have to make separate application for that in IRIS.
Its a complicated jargon, the simplest way to know if you have refundable tax is to properly fill out your tax return and enter all withholding and advance taxes, you will see refundable tax on calculation page if there is any.

Note: Keep in mind that it isn't easy to get refund from FBR and you may have to visit your RTO office with proof of advance tax receipts to get refund, which may also take years.
Now, one other thing comes to mind. Can refundable tax can be adjusted in next tax year? I don't have any knowledge on it and its best to ask FBR directly. You can contact them on the website, they usually reply within 24-48 hours.
