Obtain a driving license and approach nearest Health Dept accredited health institute. Obtain a certificate for disability, but ability to drive. - approach Federal Ministry of health to certify it. Source a vehicle from anywhere in the world a NEW or 3 year old which is compliant to disability. Apply to FBR for duty exemption based on disability certificate.

disability -duty exempted vehicle can not be sold for period of 10 years, and special registration number is allocated by every province with local road taxes exempted.

do you have a driving license ?
do you have a disability certificate from provincial department of health Federal ministry of health?

write an application to Chairman FBR - FBR House, Islamabad
attach copies of both the above documents and request for a letter allowing duty & taxes exempted import of a vehicle of your choice.

such letters when issued are send to applicant with copies to the respective customs collectors for processing the case upon arrival of vehicle. -

am not car dealer nor am into car trade.

it is a disease related to blood chemistry. from district health office please check if it is an eligibility to be certified disabled.
