In a major revision to vehicle transfer regulations, the Office of the Chief Commissioner of Islamabad Capital Territory has announced a hike in the transfer of ownership fees for various vehicle categories. This new notification, issued on April 11, 2025, will come into effect from April 14, 2025.
The revision, made under Section 43 of the West Pakistan Motor Vehicle Ordinance, 1965, aims to align the transfer fees with the growing volume of vehicle registrations and the administrative overhead associated with processing ownership changes.

Vehicles Included
This adjustment applies to both private and commercial vehicles. Electric vehicles are being charged a fee for the first time, reflecting the growing trend of EV adoption. Similarly, motorbike fees have also notably increased across all engine capacities.
The Chief Commissioner has ordered that the new vehicle transfer fees in Islamabad be deposited under the relevant head of account as allocated by the Ministry of Finance. The Excise & Taxation Department, ICT Islamabad, will enforce the revised rates. The inclusion of EVs in the fee structure shows consumers’ interest in Pakistan’s growing electric market. Several companies, including international EV giant BYD, along with MG Motor, Dewan Motors, DFSK, and GuGo Motors, have entered the local market in the past couple of months.
Furthermore, motorbike fees have also seen a significant jump in the revision as the authorities have revised them from Rs. 150 for all kinds of bikes to up to Rs. 1,500.
